Klamath Falls, Oregon – Oregon water regulators are preparing for a fresh look at several state water rules, and residents in Klamath Falls will soon have a chance to weigh in before formal changes move further down the road.
The Oregon Water Resources Department is now scoping a rulemaking process that would amend OAR Chapter 690, Divisions 250, 260, 300, and 340. The work is still in an early stage, but the topics already on the table touch some of the most practical and closely watched parts of water management in the state, including waste of water, bulges in the system, exempt uses, violations, penalties, and new requirements tied to recent legislation.

As part of that process, the department is holding public open houses across Oregon, including one scheduled for Thursday, May 28, 2026, from 6 to 8 p.m. at the Klamath Community College Conference Center, Building 7, located at 7390 S. 6th St. in Klamath Falls.
The department said it is inviting the public to join the meetings and share thoughts on how the rules should address several key issues. In its announcement, the agency stated: “We invite you to join us at open houses to share your thoughts on how we should address topics such as waste of water, bulges in the system, exempt uses, violations and penalties.”
Officials also plan to explain rule changes that are required because of recent legislation. Those required updates include matters involving exempt use and water hauling, according to the department.

The rulemaking could be important for water users, local governments, agricultural interests, and residents who follow how Oregon manages limited water supplies. By opening the discussion before proposed language is finalized, the department is giving community members a chance to speak early, ask questions, and better understand what may change.
