Ukrainian national extradited to Oregon to face charges in $340 million fraud case

Salem, Oregon – A Ukrainian national accused of helping run a worldwide investment fraud operation has been brought to the United States after being extradited from Thailand, marking a new step in a federal case tied to the Forsage scheme.

According to the Department of Justice, Olena Oblamska, 42, arrived in the United States last Friday to face a conspiracy charge connected to what prosecutors describe as a global Ponzi and pyramid scheme that drew in roughly $340 million from victim-investors around the world. The case is being handled in the District of Oregon, where U.S. Attorney Scott E. Bradford announced the latest development.

According to court documents, Oblamska and her alleged co-conspirators promoted Forsage as a decentralized matrix project built around network marketing and blockchain-based “smart contracts.” Those contracts were presented as self-executing tools on the blockchain, and Forsage was advertised to the public through its website and social media platforms as a legitimate, low-risk and profitable investment opportunity.

Federal prosecutors say the reality was very different.

Instead of operating as the safe and lucrative project described to investors, authorities allege Forsage functioned as a Ponzi and pyramid investment scheme. Investors were encouraged to buy “slots” in Forsage smart contracts.

Once they did, prosecutors say the smart contracts automatically sent their money to other Forsage participants. That structure meant earlier investors were paid with funds coming from later investors, a key feature of a Ponzi scheme.

Oblamska made her first appearance in federal court yesterday before a U.S. magistrate judge. She was arraigned, entered a not guilty plea and was ordered detained while the case moves forward. A four-day jury trial is currently scheduled to begin on July 14, 2026.

The charge against Oblamska is conspiracy to commit wire fraud. If convicted, she faces up to 20 years in federal prison, three years of supervised release and a $250,000 fine.

The investigation involves several U.S. law enforcement agencies, including the FBI Portland Field Office, the U.S. Secret Service, HSI New York and HSI Bangkok. Trial Attorneys Sara Hallmark and Tian Huang of the Justice Department’s Criminal Division Fraud Section are prosecuting the case, along with Assistant U.S. Attorneys Katherine A. Rykken and Meredith Bateman.

Federal officials also credited the Justice Department’s Office of International Affairs with helping secure Oblamska’s arrest and extradition from Thailand. The Justice Department thanked Thai law enforcement partners, including the Royal Thai Police and the Office of the Attorney General of Thailand, for their assistance.

Investor victims connected to Forsage are being encouraged to identify themselves and learn more about their rights through the Justice Department’s victim information page at https://www.justice.gov/criminal-vns/case/united-states-v-vladimir-okhotnikov-et-al.

The page also includes information about submitting a victim impact statement as the case continues through the federal court system.
