State encourages public and private fleets to apply for grants to replace old diesel vehicles with zero-emission ones

Salem, Oregon – Oregon is spending a lot of money to clean up its roadways and make them safer. The state’s Department of Environmental Quality (DEQ) has officially opened the 2025 application period for its Clean Trucks and Infrastructure Grant Program. This program gives millions of dollars to diesel fleet owners, local governments, and other eligible groups that want to switch to cleaner transportation.

There is a lot of money in the funding pool. There are more than $34 million available through a number of funding programs that aim to replace older, polluting diesel engines with zero-emission vehicles and the infrastructure to support them. The DEQ says that this year’s key grants include the Diesel Emissions Mitigation Grants, the Clean Trucks Grant Program, and the Zero-Emission Fueling Infrastructure Grants.

With around $9 million set out, the Diesel Emissions Mitigation program focuses on older diesel engines, usually from 1992 to 2009. It supports replacements or retrofits that cut down on emissions. The Clean Trucks Grant Program, on the other hand, seeks to do rid of all diesel cars and replace them with brand-new, zero-emission vehicles. There is about $4.8 million in funding for this initiative.

Another $3 million is set aside for infrastructure. This money can be used to plan and create charging stations for electric cars that are medium- and heavy-duty. The fuelling infrastructure program can help both public and private installations.

The ZERO Fleet Program, which stands for Zero-Emissions Rebates for Oregon Fleets, will shortly start up and is the last piece of the state’s clean transportation plan. DEQ expects a lot of interest in that project once the application period opens, as it has set aside around $17 million for it.

“We recognize that transitioning from older diesel vehicles to cleaner technologies can be challenging for many companies,” said Oregon DEQ Air Quality Transportation Strategies Section Manager Rachel Sakata. “This significant investment will support that transition, reduce harmful air pollution and help protect the health of communities across the state.”

DEQ is also putting on two webinars in June to enable those who might want to apply better understand the procedure and what they need to do. The sessions will take place on June 11 at 10 a.m. and June 18 at 3 p.m. Both will be held online using Microsoft Teams, and there will be live Q&A sessions.

You must submit your application for the Clean Trucks and Infrastructure awards using DEQ’s online portal by 5 p.m. PDT on Friday, August 15, 2025. People who have received grants in the past are encouraged to apply again. There are also online guides to help people through the procedure.

The Environmental Mitigation Trust Fund, which was set up after the Volkswagen emissions crisis, and new federal grants like the Climate Equity and Resilience Through Action Grant are giving out these cash as part of a larger pot. Oregon DEQ has around $72 million to spend on making transportation cleaner and healthier in the future.
